I would just use a cordless drill, the sleeve comes off the hex so it will work.
 
I run a tiger drive on my picco .26 maxx, I used the same part # as you #s682. Works like a champ. just be careful of not using it to "force spin" a flooded engine, the drill will win and the motor will lose. Set your drill to the least amount of torque needed.
