When breaking-in engine HSN or LSN is adjusted first?

When breaking in the engine...

...some say HSN is adjusted first and some LSN is tuned first, which one is it?

I will have to say HSN first as a general rule. I never touch the LSN until I am mostly broken in when I am actually starting to tune the engine.
 
Thats exactly how I did my 5.9, I just adjusted the LSN on the 9th tank to get it running perfect, but you may need to make a little adjustment on the LSN just to keep it idleing. If its idleing good don't touch it yet.
 
They are set rich from the factory, so after a tank or so of idling, when you need to drive it slowly in circles, I lean the LSN to make it easier to start and easier to keep running. As long as you're still doing the slow driving, it's the LSN that needs to be leaned for starting off and up to half throttle. When you start to accelerate more after several tanks, you start to adjust the HSN for full throttle runs.
