i want to paint my rims on my revo but tires are glues to them i know i have to mask of put what other precautions should i take

Paint doesn't stick very well to rims. Most people will dye the rims using a cloth dye like Rit that can be found in most grocery stores. You'll really want to remove the tires by either baking them off of the rim or boiling them off of the rims. You'll then want to replace the tires.
Tape off the tire.
Sand the rims with some fine sand paper.
Spray a plastic primer/adhesion promoter on first.
Paint the color of your choice.
Paint will chip no matter what when hit hard enough, but if you can deal with it your good to go. And you can always touch it up

A paint like Krylon will bond with the plastic a little better than other spray paints. It'll still chip, but maybe a little harder than others
