Those are the camber links. They go above the A arm, and hold the uprights (hubs) in position. Extras maybe?

No idea why there wouldn't be a step to install them. But yes, you need them for sure. Without them, the C hubs or whatever they're called are free to just kinda flop around.

Those are a fixed camber. You had to use the other ones to set your own.
