I'm "bad", often turn Rx on before Tx?...
In my TeknoRC EB/NB48 2.x, w/Futaba/Red's, nothing happens to the model - if the wheels are turned, they stay turned, EB zero throttle (NB not started). As soon as I turn on the Tx they move to control settings (wheels straight, idle/zero). Oftentimes when practicing w/EB & NB, I'll leave the EB off the side of the track, run NB until broken/turtled/out of fuel, then switch Tx to EB and carry on (until it turtles, and I have to get down out of the stand)?...
Not sure I ever figured out how to set "failsafe" but do keep a good eye on Tx Batteries.
(Edited to add) Well, the Transponder's red LEDs start blinking, so I know they have power.
