spur gear and clutch

ok so i got a new clutch bell to day , 17 teeth and i tried to match it up with a 38 spur gear, but i couldnt get it to work at all , there was no middle to getting it to spin freely . way too tight, could it be that some combinations dont go together?

it was a 40 spur , and it didnt work , so i put on a 36 and worked super

lol for now i put back on my old clutch bell , and tomorrow i got a guy who is going to help me with my revo , my picco is weird , i can't get the idle rigth at all. normally i can but now its all weird on me.
