Screws not tightening

OK what am I doing wrong? I take out a screw for the first time, and when I try to retighten it, it won't. I have heard about a tapping screw that should be used before re-tightening the original screw?? And I've looked for one but couldn't find one for 4-40 x 1/2? Is this the answer?
 
it just won't catch the thread??
If you're going into plastic then a self tapping screw might help...but into metal they tap the hole for you.....shouldn't need to tap it again.....what is is used for??
 
Just to be safe are you using the correct tool? If so Plaid has a great suggestion. I am taking it this is for the LST 2?
 
The screws were going into plastic, but I fixed the problem by a new post "Unbelievable Wreck - LST2". I'll be replacing all the parts I was having problems with.
