Is my problem coming from the starter being lose? I lost a few screws that tighten the cover to the starter. Since I lost them I replaced them, primed the fuel, charged the Roto and the darn thing wont even sound like its going to turn over. What should I do?

If the starter will spin when your holding it, but doesn't feel like it's pumping the engine through compression strokes, it would be the one way bearing. It's either broken, worn out, or just needs a good cleaning with denatured alcohol.

The one-way bearing in the starter box attached to the back of the engine is either worn, dirty, or broken. Try cleaning it and if that doesn't help then you'll need a new one. If you replace the one-way though you'll probably want to replace the starter shaft too.
