Rc carb problem not getting fuel

My inline brass fuel rod seems to have moved inside of the carb, I try to give it fuel but it won't go into the carb. All of my fuel lines are clear as I can blow fuel upto the carb. So my problem seems to be inside of the carb where the fuel line feeds it. The fuel jet should line up with a hole inside the carb if I'm correct but mine is off centre so my carb can't get fuel and I've tried every way possible to turn it but no success

Is this a new or an old engine?

I picked up an older truggy & engine where a previous owner left fuel inside the tank and fuel system (line and carb too).
The fuel dried out and left a waxy residue that completely clogged the HSN and even prevented priming.
I had cleaned the tank and changed the fuel line - so the HSN being clogged was an additional obstacle to address.
