I noticed that a couple of spur teeth were starting to melt after the last run last weekend. I checked the clutch and the shoes show some signs of melting, Can the shoes be dressed or roughed up a little or should they be replaced? Not racing, just having some fun out here.

Also, while I was at it I noticed some gas/oil at the base of the cooling head. Head bolts were really loose, Pulled the head and have quite a bit of varnish or a brownish oil build up on the top of piston and head. Should I be concerned about this? Engine only has about two and half tanks on it after break-in.

well the spur gear issue i had on my savage 25 too. i got a medal one yesterday it was 50 dollars but it was worth it!!! if i were you i would just get a medal one, my plastic one was so bad it wouldnt move.

The brownish stuff is carbon deposits and it isn't anything to worry about. Sometimes it means you have run the engine too hot. The shoes can be roughed up a bit for better grip but if they are melting check for break drag, your CB may be getting to hot which would melt your spur.
 
also, i would not get a metal spur.
the plastic one acts like failsafe. trip out before u trash your tranny.
u might want to check the slipper nut and make sure u backed it off as the manual say.
