WTH? It's been doing this all day, is it normal?

Are you new to paypal??? Sometimes it takes 3-5 days to process depending on what method you use with paypal. If your not verified it won't clear instantly..
 
i might be wrong but i think its the deal where they hold your payment until the buyer leaves feedback! I've know of a few different guys that had this happen to them and both were selling video game equipment so maybe the computer stuff is the same way now

Nope, Not new to paypal or ebay, I am verified, and it never did this before.
