If the owb is installed backwards in the pull start will it still start because when I pull it slips sometimes how could I resolve this issue

No..it only works one way...one way bearing. If it's slipping get a new one and possibly a new starter shaft if that one has been chewed up.

It is a new 3.3 had ez start the put pull start now feels like it slips every once and awhile will try new owb aka one way bearing

Try cleaning the bearing with denatured alcohol and then re-install it.
