I have a friend who bought a GS Storm that came with an RG for a motor. The problem is that there is now throttle control, its full power no matter how much throttle you give it. Even opening the carb just a little bit with csuae the motor to go wide open. I have the exact same motor that 2 season old now works fine. I tried resetting his the needles back to factory and the thing is way to rich. Is it possible that the previous owner did some modifing to the engine. Anything we can check to to find out if he did?

It is possible that the previous owner over-tightened the low speed needle, causing damage to the jet. Compare the spray bar in the carb (the tube that the low speed needle slides into) with your engines' spray bar. If it looks a little flared out, then chances are, your friend needs a new carb body.
 
Sounds more like an air leak then anything. Take it apart and seal it up. Then try it again.
 
I think Heartbreak is on the right path...an air leak wouldn't stay low and then jump to full RPM when you open the carb......that's something in the carb.....or he may have modded the crank.....open up the engine and snap some pics if you can....
