Fumble your balls and take responsibility!
I recently purchased a small drone. To get video of the trucks while bashing. I never go above tree line or fly near any airport. Usually only in my back yard or park down the road. Cops have been there and have never said anything to me. Or asked me to land and stop.
When I first moved into my house. I had a drone land well crashed onto my back deck. I thought it was weird. Left it out ny mail box but no one came by amd claimed it..
 
Being responsible should be every rc users number one goal. We wouldn't need the government regulating the heck out of the hobby if everyone would use common sense.
