Goo gone always works for me cheap works well and smells good plus you get a good amount for little $$

If its a thin layer maybe sand it down smooth.
If it's a thicker layer try pressing a blade on it or scraping it and hopefully it chips off.
Those things has worked for me buy probably just by luck.
