ok so its a picco .26 did u install the engine your self? did you put the one way bering in the right way? I'm not sure whats happening.
 
it was kinda hard ot get my buggy engine going the first thime i was breaking it ni so i say just keep trying and dont give up definitely try what rolex said with the glow plug.
 
Now that we know you changed the engine, it's not an issue with the stock engine that came with it.
Refer to the instructions that came with the engine for needle settings and break in procedures.
 
also how cold is it by you i remeber trying to start a 21 in the cold try a hairdryer also is your linkage set up correctly how about your fuel is it new also is there fuel getting to your carb is there a blockage in your fuel lines
 
Is this even a new engine. This matters alot. They have a pinch point were the piston and sleeve are pinching because they are not "married". Make sure you break it in correctly dont get excited take it slow. Check your needle settings. Is it new fuel line. Could have an air leak as well.
