I saw a report on 20/20 or one of those type shows where they watched and followed some of those people on the off ramps. Where at the end of the day they walked back to a nice car in a parking lot, and they cleared a couple hundred bucks a day tax free. I never give any of them any of my money no matter how pathetic they look.

i give spare change to someone who really looks like they need it. i mean if the guy hasnt shaved in months has a few missing teeth smells like urine and is dressed like he just fought it out with a weed eater, i have no problem coughing up some change or a buck or two ....or even some spare smokes cause they all seem to smoke.

A few years ago here in SF 20/20 did an expo on a guy working Fisherman's Wharf.
According to the interview and investigation the dude was clearing over $200,000 a year. He drove a Mercedes and lived in an exclusive hi-rise. He claimed all his income to the IRS as well.
He was a gruff looking black man and knew exactly how to intimidate the tourists. He calmed he worked 8-10 hours a day and gave generously to charities.
