Well, it gets pretty hot and the trick to getting locktite loose is apply heat... so, I'd go with longer bolts and lock nuts. You can try locktite in the meantime. If you have gel or stick locktite, you will probably have better luck than using the liquid kind.

I had this problem when I used side exhausts, the screws always came out when I used locktite, go for the longer screw and a nut on the end, but if you over tighten the nut you will undo the bolt so you still have the same problem, so don't over tighten it.

Personally, I'd drill the threads out of the header and rely on the nut/bolt to keep it together.
