I got fuel problems

I am allso from south Louisiana .

I live in Thibodaux . 40 miles south of Baton Rouge
 
ok so I've changed the reciever batteries and same thing happens, needles are in factory settings never tuned them at all. I tried manually closing and opening the carb as told and it won't do it. I think I may need to take it to a shop to get looked at.
