Take a look at the bottom of the page on any section of the forums index page. There is a legend that describes what those icons mean.

and the red one means over 200 responses For those of you who are too lazy to look.

The Red Flaming envelope means over 20 Replies or 200 views with a new post and the blue one means the same but with no new posts.
