Eddy, I have a solution that'll kill two birds with one fairly huge stone. Why don't you have him make payments through the court? If he deadbeats on one, he'll go to jail. It's pretty much that simple.

Do you have all the reciepts of payment so you can establish a rock-solid paper trail? You gotta remember; a guy who'll try to mess you over on a debt is a guy who won't hesitate to call the slimiest lawyer in the yellow pages
No lawyers allowed in small claims court unless THEY are the party involved.
And Ed's got it right, 99% of the time the other party purposely does not show up and the filing party will win on default, get a judgement, which is basically worthless. It would cost Ed almost as much as the judgement is worth to hire someone to track down this guys business assets and collect.
Ed, a lot of times there are judgement collectors (call them cannibals) who hang around at the exit of the Courthouse and will buy your judgement. You will still lose money, but since the guy is local and traceable, you might get more than the usual 50 cents on the dollar.
