Gif Construction set off the top of my head. Photoshop, Flash and other programs have animating sub-programs in them. G.C.S. is pretty easy, you create a series of images and complie them, you can set location, duration, etc etc. Shareware.
Ok, I found a few programs that should work, but does anyone know a program that I can use that plays .avi files and can take several consecutive screenshots, or do a frame by frame thing so I can make a .gif image out of a scene from a movie?
Won't windows movie maker let you pull an action shot? If you have windows XP, I believe it comes with WMM.
It does pull an image.... I just did it.
If you have WMM, add a clip to the timeline, scroll through the timeline until the preview window has the image you want to pull, then goto tools, choose "Take Picture from Preview" and it will save it as a jpeg. You should be able to convert that to a gif.
Well, that's fine and all, except for the fact that it's takin me 30 mins to import the movie, and how am I going to get it frame by frame? That's why I'm asking if there's a program that will let me do all of this. I've tried google and stuff, but nothing useful.

I thought I had something for you, but it came with paint shop pro that I bogarted from work I think. It will import a wmv, mpg, mpeg... and allow you to edit it frame by frame.
