After swapping engines, I also changed the gearing in my Savage. from stock to 17/47 gearing.

With the gearing change, does the shift point also need to be changed? I can't hear the truck shift into 2nd, I'm not sure if it does it so fast I can't hear it, or if it doesn't do it at all (pretty sure it ends up in 2nd at some point, because the engine doesn't sound like its screaming high RPMs during a high speed pass).

Or is this just normal with this setup (STS .28, stock 2 speed, 17/47 gearing)?

With an engine and gearing change, you may have to readjust the tranny. The shift point is dependent upon tranny rpm's. It's possible you're not able to spin it up enough to get it to shift. So you may want to take a little time to see if you can adjust it.
Now, the other side of that is that the Savage tranny does shift rather quietly so it is possible you're just not hearing it.
 
you should drive it slowly & start picking up speed lil by lil till full throttle, you'll hear it shift somewhere inbetween the middle.
