Every time i start the truck it will run for about 10 seconds then shut off and when i try to restar it the glow plug is always burned out.....what does this mean???

You could be extremely lean, rich, using the wrong kind of fuel, or your air filter is too dirty.

Try cleaning your air filter, setting your needles back to factory, and making sure you're running car fuel that is the correct percentage.

ok thanks, i think the air filter is my problem. Whats the most effective way to clean it?

I usually use some old fuel, or if you don't have any handy, just plain ol' liquid dish soap and water. Let air dry thoroughly, and re-oil with air filter oil. Apply until the filter is moderately saturated.

When applying, use a baggy, because the oil is like snot, and hard to wash off your skin.

My trucks air filter has the outer foam peice but under that is another piece of foam with blue oil on it. The peice w/ oil on it is almost all out of oil, but in the box it came with a replacement one that is fully oiled. should i replace
the small oil foam and STILL oil the outside foam peice or does the oiled foam
the only oil that it needs??

You only need to oil the inner foam. Replace the inner foam with the second one in the box, and clean/re-oil the original. Clean the external foam filter, let it air dry, reinstall, and you should be good.

ok ya thats what i did... DO i need to do anything else before i can start it up? Because it is getting really annoying having to buy the glow plugs.

What does "burned out" mean? Is the coil broken? Does the coil look ok, but not glow? Is the coil distorted? Is it saturated with oil or is it black?

By coil, I mean the coil inside the end of the plug that glows orange when it's working.

What fuel are you running? What plugs are you running?

There also might be the issue of the size of the plug.

If you are using a long plug there might be an issue with the piston actually hitting the bottom of the plug when it hits top stroke. You can usually tell when this is the problem- the plug will either be badly mishapped or sheared, not just burned up real bad or missing the coil

Which will also help if the plug is too long. Put another one on if you think the piston is hitting the plug, it's usually only a MM or 2 that is causing the problem.
