ok i have just got my new savage 21. and the breaks are rubish. is there any thing that i can do to them to make them better or is there any thing that i can purchase to make them better

will rubbing the disk down with sand paper work? or will it make it worse

I've blown the stock disk brakes in my savage in about 5 minutes running an 8 port.

You can replace it with the HPI dual disk brake kit, or you can get the Hot Bodies Brake kit. I haven't ran the HPI kit, but the HB kit is really good, but you will see some brake fade.
 
The HPI dual brake kit is really good. I've ran about a gallon through my savage and Sky had it before that, so I don't know how much has really been run through them. But anyway, they still will cause me endo's all day long of I don't set the EPA on my remote.
