American flag with black line through it... what does it mean?

I did a little digging around and I just found this on google...

It is appropriate to show mourning by attaching a length of black streamer made of ribbon or material at the base of a pole's finial.

I also found this
Flags that are affixed to the staff or flown as kit that is mounted to the side of a house or other building a "black ribbon" is to be placed hanging from the top of the flag. The ribbon is to the same width as a stripe on the flag and the same length as the flag. The "black ribbon" in leiu of lowering has been established by the American Legion.

Where half-staffing is not appropriate: for indoor and permanently-mounted flags or outdoor flags on very short staffs. It is recommended an older mode of expressing mourning. Attach black ribbons to the flag-staff (above the flag but below the finial). A black ribbon no more than 10% as wide as the flag itself, but twice as long as the flag, can be tied with a knot or bow at its center so that the two resulting parts that hang down are each as long as the flag.

It is all kind of the same idea
