I working on my truck and witht the front wheel of the ground i notice it does not move the wheels from side to site very far.( they move it just i figure they move a bit farther I also notice the manual says in the break in of the truck to keep the trucking turning in a 6 meter or 20 feet circle. I noticed that is the extent of the full blown steering when i first got my truck. Just curious i new to the hobby and i have loads of questions.
 
I thought the same thing when I got my Savage 25. The wheels barely moved.The LHS told me it was normal for a Monster Truck. When I ran it, it turned just fine. Try it u should be good to go.
 
The Savage comes from the factory with an underpowered servo for steering. The wheel resistance while stopped is too much for the weak servo to overcome, but when rolling the resistance is much lower so it will turn better. A stronger servo is the second necessary upgrade needed for a Savage IMO. The first is a failsafe.
