They are equally tough, but speed may be a different question depending on who's driving and what is powering the Savage.
 
My 25 has been very tough, but I agree with SkyMaxx on the fast issue. My all stock 25 running on 16% outruns my buddies with hopups and and 30%. I believe the 4.6 is the biggest motor in one out of the box, so if I'd try get one of those if you want the most potential speed without ugrading the motor right away. Be sure to follow the break in procedure, don't rush into running it too hard too soon and you won't be disappointed with any Savage.

get the 4.6 ss its great because you can modify it before biulding it so you have on it what you wanted on it like upgraded servos and other hop ups
