is it ok to hold the tires off the ground and run the engine wide open, and tune wot that way?
 
No. Don't do that! You will screw up your engine very quickly that way! You also risk blowing up your tires. Running an engine with no load is very bad for it. I know first hand because I did that once and the engine won't idle anymore. Opening up thaw engine head shows that the top of the piston is chipped. Don't risk it. How come you wanted to try that?
