I got a new set of tires and they won't stay flat on the ground. When I get up a little bit of speed they bounce erratically on the ground . They are road rage 40 series (I did tape the inners). Is it possible that I did a bad glue job on one (or more)? Or something else? Anybody ever had this happen before?

A sloppy tape job could cause this. No disrespect either. It's a little tricky getting the tape to lay flat on the edges. You may want to balance them. It'll help, but how much is unknown. Definitely won't hurt.

Ya, I did give balancing them a try. It took a lot of clay, makes them pretty heavy. But still didn't fix my problem though. Perhaps I should take 'em apart and start over...
