The second one is a custom made scaler of sorts. The wheels are Stampede wheels painted od, and stampede tires. The seat and steering wheel look like a seat and wheel from a GI Joe Jeep, and the figure is a 1:6 GI Joe or similar GI Joe copy. From the one pic I can't tell what axles and drive train are under it. But it is definitely a one off custom rig.
 
Now that you say that,that could be
i thought i seen this somewhere else in some pictures with tanks and half tracks
i guess i will search some more and maybe get some ideas to make one myself
 
I would bet that the second one has a stock pede under it, otherwise they would have had to use different width axles on the front and rear with the different offset wheels.
 
still need info on the first one
