If you're talking about the rod that attaches between the steering knuckle and the steering servo assembly then yes, the tie rod looking thing is a tie rod. It does have to be at a specific length, hence the threads on both ends. Thr left and right sides should match to get the truck to track straight. By adjusting both sides equally you can adjust the toe in/out. different levels of toe in/out causes the truck respond differently to steering inputs. Also after wreck make sure nothing else was damages such as a hinge pin or bulkhead or bent tie rod.
