Absolutely and totally illegal.
Take it from someone who's been a member in the AMA for many years. You WILL be arrested. Injure or kill someone with an uncontrolled rocket and your picture will be on the front page as they take you off to jail.
I fly airplanes and helicopters, and the only thing that's allowed to come off one is a parachute. Absolutely NO incendiary devices of any kind.
