From the sound of the cops voice I would say the guy is a repeat offender, I thought the part where the guy says " I thinks I craped my pants" was funny...

I think the cop's problem was that the guy was drinking from a bottle of whiskey, while he was driving the lawn mower down the street. I'm willing to bet that he'd have let the guy go, if he'd have shut up, and done what the officer told him to.

That was hysterical. Pretty much everything after the tasing had me laughing.
