OK, I assume you have enough power on your batteries, i.e. you just charged them and they are not dead. I experienced something before where my servos are not responding as quickly as I thought they ought to, when I turn the transmitter/steering, the wheels kinda respond late or lethargic. What it was I found out later was the crystal in the receiver box was almost out. The 2 pins were not all the way in. Try checking this out.

i just got a new hump pack and it does the same. i all ready checked every thing in the crystal and in the transmiter.i dont know wahts the problem.
 
You could have a busted steering servo. If you have the original servos for the Savage chances are you have broken the gears because the originals are plastic gears. To check open up your servo, find out the condition of the gears, maybe it's time to upgrade to a high torque one.
