Quark 33a Universal cogging?

My rc18t with Hacker E30L motor and Quark 33a controller is exhibiting a cogging at very low acceleration (only from a dead stop). It basically "stutters" as it takes off. I am running 7.2v 1200 mah NIMH batteries. No desire to go to Lipo at this time. Before I go into my programming on the controller, would setting the Nicd/Nimh low battery selection help? I know this has to do with how much power your battery can put out initially. It's set to high, right now.
 
Well, I set it to NIMH low, and it works a lot better. Also, with just a 7.2 volt battery, 4200 E30L motor, and this little thing will wheelie on command, and clocked an honest 29 mph. Not bad. next stop: 8.4 volts.
