can you use the ole oven cleaner to strip the black off of a pipe just like stripping regular anodization?

Yes you can but do it in several stages because you will pit the aluminum underneath. EasyOff works well.

Here's another post on the same subject. It shows the product of my effort on some industrial machinery and also what a dremmel and a little patience can do. Granted industrial is quick and easy simply because it can be done in 1 step instead of incrimental wheels but there's nothing wrong with a dremel.
