I'm looking at new motor for my traxxas t maxx 3.3 i want the picco .21 but i was told they have problems starting, is there any good motors out there that are drop ins? and also what parts would i need

The picco .21 won't have a problem starting if'n you preheat the engine block before you start yanking on the pull-cord. You'll have to preheat that engine for the first couple of gallons before the piston/sleeve start to break-in.

how do i preheat the engine?

Like Hulk, I have 2 of these Picco's as well, one in a Revo and one in a Slayer Pro and as stated, you need to pre heat the motor prior to starting. I have a heat gun from the hardware store and a temp gun from amazon that I use to heat the block to around 180 degrees before firing it off. These motors are sooooo worth the money and I highly recommend them. It will take roughly a gal of fuel through them before they really loosen up. I have about 6 tanks of fuel through one of them and it is broken it but has not loosened up yet.
