Yes - for the first few pulls. This will allow the fuel to get to the carb quicker. Once you see the fuel enter the carb, you should be able to stop right there and begin with the glo-ignitor process.
Be careful for Non pullstarts as the starter box winds your engine up fast enough to pull the fuel to the carb. If you do have a pull start and this still doesn't happen I would check your fuel lines. I always zip tie the end to give it a secure connection. .
