i had to replace the clutch, and the bell.. all has been replaced and put back together. I went to roll my savage xl to check mesh, but it doesn't roll backwards, it locks straight up. even when I push it forward it doesn't spin the spur gear and make the mesh sound.

Something is in a bind. Is the mesh set way too tight? Did you use a piece of printer paper to set it? Pop the engine back loose, check the clutchbell and the slipper individually, and diagnose from there.

OOOH! I got this one. The clutch bell is not shimmed correctly. You'll notice that if you loosen the CB screw, it will work right. You may have to add a washer, or move a washer. I can't remember how I fixed it, but I had the same issue. Twice.
