Should be about 1mm open. Though, you should set it to where it idles reliably without engaging the clutch.
If that can't be achieved, either the tune is bad or your clutch is bad.

The high speed needle you turn all the way in then out 4 complete turns the low speed is flush with the first ring, the idle is a 1mm gap.
