Go to NAPA and ask for the red RTV. Put it on the carb neck, not inside the engine opening. Press down hard to seal the O-ring as you tighten the clamp.
 
RTV (I think that's the name) or sensor-safe silicone gasket compound.

I used Permatex engine-safe (dunno if it's the same as sensor-safe compound) and it seemed to work just fine. Didn't have any adverse effects.

Do not use any silicon or any "grease" to seal a carb unless you have some odd leak or something. Theres no need since theres an O-Ring
 
Initially I'll agree with Jay. If you have a fresh o-ring, and are not suspecting an air leak, then don't worry about it. Just make sure you press down to seat the o-ring while you're tightening the carb.
If you think it's leaking, I used Ultra-Copper Sensor Safe sealant.
