Dampening is the action that the shock cylinder provides. If the cylinder did not exist, the shock would rely solely on the spring for shock absorption. The silicone/oil in the cylinder and piston set-up provides a dampener to the shock. Basically, the cylinder provides a controlled compression and extension of the shock spring. Instead of the spring simply boucing and bouncing and bouncing, the cyclinder dampens the spring's bouncy tendancy and absorbs the shock.

As for the shock blowing out, yes. That terminology is often used to refer to when a shock cap pops off.

You ever see an old ass car goi down the road that jumps keeps bouncing up and down and up and down constantly? That's what would happen if the suspension relied soley on the springs.
