Couple ways. Go to the main forum category page and click "Create Thread" in the upper right corner, then choose a forum to create the thread in.
Or, go to the main forum category page, click on one of the sub categories on the left (Like the ones in the yellow box), then click "Post New Thread" in the upper right:
