goin up in teeth on spur gear increases top end or bottom?

got the picco .26 in my maxx and it had a .15 in it..with a fwd only conversion in tranny with a 68 spur and 20 pinion...and it feels like its screamin in 2nd. so i wana increase the top end some by channgin the spur gear..and I'm not sure if i should go up in teeth or down on spur gear??????

go down in the spur gear 66 or 64 or more that will bring you up to speed spurs are cheaper! leave the 20 on there
 
Increasing the number of teeth on the spur gear will give you more bottom end.
Fewer teeth on a spur will give more top end

Increasing the number of teeth on a clutch bell will also give you more top end.
Fewer teeth on a clutch bell will give you more bottom end

Changing the clutchbell will make a more dramatic change than changing a spur, so it all depends on how far you want to go as to which gear you should change.
