The filter can be located anywhere betwwen the tank and the carb. I would recommend a location where it can be secured with zipties. I've seen them come loose/apart from vibration. Most filters are direction specific, so check the internals to see which way it needs to be installed.
I change my fuel line pretty often. Keeps all the ends tight, and leak free...

I replace my line often too, for the same reasons as ImBroken. I would also recomend getting a good filter, like the Dynamite Big Daddy, since all filters are not created equal. Some have a screen cup inside, some have just a small piece of screen, and others use what they call a stone filter. The big daddy is a stone filter, it also includes a mounting bracket to hold it down, and they are only about 6-7 bucks.

hey I got what is called a "final" filter, and will filter up to 130microns whatever that is, it says the filter is made of super fine polyester, i posted pics of my car you can see the filter if you go to the post, its title is koysho mad force pics, I also bought fuel line clips which just clamp around the ends where they connect to the fittings, similar to the clamps on a cooling system in a car to hold the cooling hoses to the various fittings.

I prefer to use a small piece of fuel tubing stretched over the fuel line ends rather than the metal clips. The metal clips always seem to get in the way, and can cut in to your fuel line. The tubing pieces hold great.
