2revo1maxx is right - don't be wasting your time dumping fuel into the carb.
You need the carb to be working for the engine to run and all you're doing now is drowning the crankshaft and fouling up your owb.
I wouldn't give up on this engine just yet.
OK - so you know that the owb is in correctly and you're sure that the HSN is blocked.
You know what you need to do. It needs to be cleaned.
Do you have denatured alcohol?
If not, what about or carb/choke cleaner, rubbing alcohol or windex?
Q-tips, paper towels?
Clean it so the fuel flows properly.
Another trick would be to soak the carb in nitro fuel as it can dissolve gummed up fuel.
I would unscrew the HSN (and clean it seprately - which you would have done by now anyways) and allow the fuel to work it's way into the body of the mechanism.
You just need to clean the sucker out and get the fuel flowing properly through the fuel line and into the carb.
Your brothers car:
Is it missing the axle or a driveshaft/dog bone?
If it's an axle, sounds like you'll need to replace that for it to run.
If it's a driveshaft, you could run it as 2wd.
Got a photo?
The exhaust screw that is missing is a common and inexpensive part that your lhs should have in stock. Worst case - if you've determined that your other engine is beyond salvaging, you should be able to pull one from it.
