can't IDLE properly?

hi, i just brought a used 3.3 engine but as new and i went out for setup and my car can't idle properly, why? the idle speed like bit low and high when after full speed. its that the LSN need setup?
 
I would first make sure that the carb slide is opening fully and fully returning to the idle position. Could be that your return spring isn't returning it all the way or you might have to loosen the carb and adjust its position to eliminate binding.
 
if nothing helps, take the piston out and make sure that the notch in the piston is facing towards the carb and not towards the exhaust.

If it is backwards, it will run but it will never idle correctly.

yes piston fine i think about the setup because I'm not the best in setup
