The fourth set of tires listed at $20, are they 17mm hubs and what size wheel? Will they fit a Tmaxx?

not 17 mm. think for a 2wd fronts do not go on hexs.and the tires will not fit max rimes
the ones below it are 17 mm

is the buggy body 1/8 scale?

the bodies are small. will not fit the max not even close. They are a little longer then a $20 bill and a bill is about 6 inches so between 7 1/2 - 8 inches long

yes they use hexs . if a stock max takes a 14 then they must be 17 cause they do not fit my max
