Not just the engine bearings but all of them...
How do you tell when they are stuffed...??
I'm holding the inner smaller ring while turning the larger outer ring on my RPM wheel bearings and they dont feel real smooth...

And whats the best way to grease them...??
how do you make sure the grease gets past the protective part... I think sometimes its either rubber, metal or ceramic...???

It's easier and better to just replace bearings. If your in a real pinch, you can take the shields off to clean and lube. A tiny little ring holds them in. Check out Fast Eddys bearings. $1 a pop. If a bearing doesn't feel tight and completely smooth, it's most likely worn out.

in my experience as a mechanic if it got a shield its disposable replace
